The rule

Once a month the rule measures how much the index actually moved over the last two months and divides a target of fourteen percent a year by that reading. A quiet market puts the whole allocation to work; a violent one leaves part of it in cash and takes the edge off the fall. The rest of the account earns nothing while it waits, which is the price of the smaller drawdown.
